Senior I&IT Project Manager

In this position, I am presently leading & successfully delivering on two large scale, complex, enterprise-wide initiatives to meet various government priorities including:


Product Management of the Compliance, Operations and Risk Management (CORM) Dashboard. This product provides one report that incorporates multiple views across GovTechON I&IT Projects ($1M +), FFS Consultants, Incident Management and Cyber Security to drive continual awareness and line of sight into key performance metrics to identify both successes and opportunities for corrective action. This product consistently evolves to support GovTechON CCIO Feedback and to meet the needs of the organization.


Program Management of Enterprise Project & Portfolio Management (EPPM) Service Optimization (SO). In this program there are multiple streams of work to:

  • Increase knowledge and adoption of the Enterprise Project Portfolio Management Tool (Planview) across all GovTechON Clusters/IT Divisions to 98% by 2028.
  • Action and Respond to Audit Recommendations to improve Planview data quality, derive strategic value and improve the user experience.
  • Digitize the Self Assessed Low Risk Quarterly ($1M - $20M) Reporting capabilities to automate the data collection directly from Planview as the authoritative source of truth.

Procurement and Modernization of environments/services requiring controllership and financial management of $10.5M to refresh the Guelph/Kingston Data Centers,

  • Led High level I&IT Service Activation projects developing and implementing new enterprise services and single point of contact models for the OPS Enterprise Managed Video Conferencing Service (MVS) and Webcasting (MCAST) Services; Ministry of Finance Contact Center integrating 4 contact centers around the province into a single support model through the OPS Service Desk for ONTTAX and Central Agencies Cluster IP Telephony Soft phone client pilot to improve the efficiency and availability of teleworkers.
  • Implementation of enhancements and new Telephony solutions. I have successfully implemented; 9 new PBX / Key systems (working with various vendors: NEC, Nortel, Toshiba, Norstar); Over 40 videoconferencing solutions (arranging procurement, delivery and installation); Preparation and delivery of option papers to summarize options, list 3 viable solutions including benefits, risks, costs and recommendations for virtual contact centers, new phone system and / or services and videoconferencing; Phone system enhancements to replace legacy hardware and software, add additional capabilities and increase performance.
  • Developed budgets and forecasted projections for telecommunication needs and presented cost-effective solutions to management teams.
  • Provided expert guidance on telecommunication system usage, best practices, and optimization techniques.
  • Analyzed trends within key performance metrics to identify opportunities for further improvement of service quality.

Sr. Telecommunications Specialist

I was the sole telecommunications specialist managing all telecommunication needs for 35 Ministry of Labour Offices. Within this role I:

  • Administered user support to over 1500 users by implementing procedural and technical solutions to diagnose voice, video conferencing and mobile problems.
  • Responsible for researching emerging technologies (HD Video Conferencing, Mobile Devices, Call Center)and delivering documentation on technology and services that would improve mobility, business requirements and save money.
  • Proposed options and recommendations to clientele to support new and advanced equipment and techniques based on aging equipment and # of incidents, performance capabilities, limitations and growing costs.
  • Coordinated staff and service providers in the on-going operation of the ministry's telecommunications systems.
  • Conducted quality assessments to ensure efficient use of available technology, contracts with the vendors including the use and compliance of service level agreements, compliance of OPS policies and procedures.
  • Facilitated seamless system implementations / integrations and migrations by meticulously planning, testing, and executing implementation and transition strategies without disrupting daily operations or compromising quality standards.
  • Manage multi-disciplined I&IT OPS accommodation projects by leading the various voice, video and data components from project conception through to close out and deficiency review.
  • Led the solution design, request for quote, contract negotiations/sign-off and the implementation of the inspector recruitment hotline.
  • Managed and enforced contractual maintenance agreements supporting phone systems, videoconferencing equipment and services throughout the province. This included re-negotiating contract extensions and enhancements, as required
  • Successfully developed, tendered, awarded and implemented a new video conferencing contract for the Ministry of Labour.
