● Carries out the legislated and legal requirements of a Provincial Offences Officer including the interpretation and application of a broad range of City of Toronto Municipal Code chapters, City bylaws and provincial statues.

● Conducts proactive & reactive inspections and investigations in accordance with organizational standards and legislative requirements to ensure compliance with the City of Toronto Municipal Code, such as fences; property maintenance; graffiti; noise; waste collection, litter and dumping; adequate heat; abandoned appliances; & vital services.

● Initiates and conducts joint inspections and/or investigations with City Divisions, law enforcement agencies, other municipalities, and provincial and/or federal governmental organizations.

● Prepares & issues Orders and Emergency Orders under the Ontario Building Code Act

● Issues Notices of Violation, Orders, Part I and Part III processes of the Provincial Offences Act.

● Employs appropriate investigative techniques to gather and analyze evidence and develop and implement investigative plans, including: conducting interviews of complainants, offenders, witnesses and others having relevant information, conducting surveillance, and seize, collect, document, and properly store all evidence, including photographic and video evidence.

● Prepares correspondence and reports for management, Committees, Licensing Tribunal and briefs for prosecution.

● Reviews case file with prosecutor; makes recommendations on submissions to the Court on fines/penalties to be imposed.

● Attends court and other quasi-judicial bodies to provide evidence such as: Committees of Council, Property Standards Committee, Licensing Tribunal and the provincial Residential Tenancy Tribunal.

Swears information before the Justice of the Peace and serves summons

• Patrolling City Streets, Municipal and Private properties

• Issuing Parking Penalty Notices to vehicles in violations of COH By Laws

• Receive & respond to complaints via 2-way radio with M.L.E dispatch

• Liaising with M.L.E supervisory team, Towing Officers, and Authorized Agents

• Enforcement of Fire Access Routes, Street Regulations, Meters and Time Limits, etc.

• Working with various Stake Holders within the COH and general public

• Working various shifts within the 24-hour period including nights, weekends, holidays, overtime, and special events

• Conducting joint inspections and/or investigations with City Divisions, law enforcement agencies, other municipalities, and provincial and/or federal

● Maintaining, operating, and inspecting water distribution and wastewater collection system assets.

● Performing water quality and system tests and taking corrective actions.

● Performing hand excavation, backfilling, restoration work, concrete work and pipe laying.

● Cleaning sewer mains, laterals and manholes of debris and sediment.

● Ensuring all work is performed in compliance with relevant standards, legislation, and regulations.

Monitoring and maintaining S.C.A.D.A systems

• Driving and operation either a single operator, left and right-hand drive, two stream side load waste collection truck or a two-person, rear load, two or single stream waste collection trucks (DZ)

• Collection of curbside Waste, Organics, Recycling, and Yard Waste

• Adhering to all relevant provincial legislation (Ministry of Transportation and Occupational Health and Safety Act) and all City policies and procedures

• Cleaning and maintenance of vehicle

• Tag containers/bags to inform residents of non-compliance of Solid Waste Management By-law

• Assisting collection truck drivers to turn and back up trucks by guiding and watching for traffic/pedestrians/obstructions.

● Shunting trailers around the UPS yard

● Driving and backing of 23, 43, and 53 foot trailers

● Driving and backing of A train B train and dolly system tandem trailers

● AZ on road delivery driving to various UPS hubs

• Ensuring compliance with MTO regulations as well as the Weights and Measures Act

Weighing vehicle contents and direct customers to the appropriate location for disposal

• Dealing with customer inquiries and incoming telephone calls

• Making appropriate financial transactions

• Creating, maintaining, and distributing end of day reports through proper opening and closing procedures

• Weighing in and weighing out of Yardwaste trucks, ECL trucks, and Woodchip trucks

• Working the yardwaste evening shifts at Fewster / Lunch shift coverages

• Directing activities and customers/operators to ensure materials are dumped in a safe and orderly manner

• Maintaining cleanliness and appearance of the waste transfer station

• Maintaining and cleaning of heavy equipment including yardwaste shredders and compost curing tunnels

• Operation of front-end loaders (DZ)

• Performing 3M N95 mask fit tests on doctors, nurses, and other health care support staff at all UHN (University Health Network) sites, including Toronto Western Hospital, Toronto General Hospital, Princess Margret Cancer Research Hospital, and Toronto Rehabilitation Centers.

• Performing both qualitative and quantitative mask fits

• Ensuring a correct seal is created on an individual’s face to aid in protection from air borne diseases and viruses

• Monitoring the performance of contractors and providing instructions to identify/resolve service deficiencies and ensure compliance with the terms and conditions of the service agreement and the Region’s waste collection policies

• Investigating violations to the Waste Collection By-law, gather evidence for prosecution

• Educating residents as to how to sort their waste/ proper setout procedure

• Attending and participating in specialized enforcement training and obtain related certifications related to the Provincial Offences Act

• Conducting contamination audits

• Using Salesforce to log bylaw calls

• Using ArcGIS and Excel to plot and map litter containers

• Conducting daily odor and algae reports

• Conducting weekly shoreline algae growth update reports
