· Reporting to the Director of Operations of Eastern Canada.

· Responsible for overseeing and supporting the plants/yards from a health and safety standpoint and ensure compliance with company, client and government legislation.

· Develop and implement risk assessments and procedures for the plants.

· Develop and audit Safety Management system polices, procedures and programs.

· Develop Action plans to address none conformance issues using SMART approach.

· Lead all incident investigations and develop corrective action plans.

· The incumbent’s goal is to promote a safety culture throughout the region by demonstrating positive leadership and offering balanced safety forward solutions to Operations issues.

• Manage offshore rig safety activities including but not limited to working at elevations, confined space entry, control of hazardous substances, ergonomics, fire prevention, emergency protocols, etc.
  
• Oversee shipyard safety during maintenance and out of service periods for various off shore installations.
• Develop HSE Training needs assessment and training material and oversee the overall HSE training progress.
  
• Initiate HSE inspections in fleet rigs, review compliance reports and provide feedback to the team for further performance enhancement.
  
• Develop HSE plans and programs to implement by the rig management to promote the overall HSE culture and elevate the legal compliance.
  
• Empower the team to implement principles of loss control, accident prevention and environmental protection through daily activities.
  
• Lead safety audits team and provide management with the areas of strength reports and improvement plans.
  
• Monitor the safety management system implementation across the fleet to ensure compliance with all applicable standards including ANSI and API.
  
• Lead incident and accident investigation Teams using Kelvin Top-Set methodology, and propose preventative action plans to hinder re-occurrence.
  
• Develop risk profiling and corporate risk register that reflect on site specific procedures.
  
• Apply continuous improvement process to maintain sustainable development of the HSE management system.
  
• Carry out cost benefit analysis for all HSE solutions proposed and effectively manage the department assigned budget.
• Promote health and safety initiatives to excel the corporate safety climate and workplace safe behaviors.
• Manage health and safety documentation and reporting system to ensure all required record-keeping are up to date.

Key Achievements:

300,000 man-hours without a recordable lost time injury in several rigs under my supervision.

• Coached rig based personnel in the implementation and understanding of the Company Management System.
  
• Implemented and coordinated programs to reduce and eliminate injuries, illnesses, deaths, environmental damage, and financial losses.
  
• Conducted HSE audits.
  
• Conducted and directed evaluations of HSE programs using established goals.
  
• Conducted incident investigations and classified incidents in accordance with company HSE policy.
  
• Monitored HSE programs by creating summaries/reports/presentations for HSE Management.
• Acted as Risk assessment subject matter expert (SME) on board the installation.
• Acted as the company liaison with government agencies and labor unions.

Key Achievements:

Led the team to achieve Super Rig recognition for outstanding performance with no recordable incidents for 4 consecutive years.

• Performed Maintenance and engine overhauls on CAT D399.
  
• Troubleshooted rig equipment.
  
• Performed various preventative maintenance tasks and updated the CAMS.
