I am in the process of retiring from the RCMP after 26 years as a police officer and in total, over 30 years in Law and Justice. I am looking to apply my experience and background to a new challenge and I believe I can be an asset to Vale in various areas, including Human resourcing, investigations, quality control and company security. I am confident that I can fulfill these roles within Vale.

I have built my career as a dedicated, eager, pro-active and committed employee who has worked diligently to perform my duties at the highest level.

I am a personable and committed individual who has always abided by the RCMP core values. Fortunately, I have worked for 18 years of my service in Indigenous communities and these experiences and knowledge of various cultures would assist me significantly within Vale.

BREADTH OF EXPERIENCE

B Division, Labrador District, Happy Valley Goose Bay, NL August 2016 to Present.

Acting Officer in Charge of Labrador District RCMP. August 2019 to August 2020, 85 employees. Responsible for planning and directing operational and administrative activities, establishing, maintaining and promoting police-community relations and networking and relationship building with government officials, Indigenous partners and clients. I implemented strategies, policies and programs, as well as district training, including implementation of division Emergency Operations Plan for COVID-19 pandemic. I drafted and oversaw change of the district policing model for Labrador. I mentored and developed several employees within the organization which has provided an increased level of service delivery.

My regular position is District Advisory NCO. Duties include compliance for the Commanding Officer's Annual Performance Plan, Use of Force options, Business Continuity and Safe School Plans. Additionally, provided operational/administrative oversight and guidance to 11 district detachments/units on a daily basis and ensured the well being and continuous development of subordinates. This involved interpretation of policies, practices and case law and communicating to internal and external clients to ensure compliance and /or understanding. Includes providing authoritative advice and rationale to Commanders, the District Policing Officer and Division Criminal Operations.

Networking and building on internal/external relationships with Indigenous leaders and several partner agencies are a regular occurrence, all in support of safer and healthier Indigenous communities.

Alignment with R.C.M.P Strategic priorities; consultation with internal and external clients to identify and prioritize community / client policing issues; development of objectives, initiatives and goals to address policing priorities; and quarterly progress reporting.

Oversight of the Unit Level Quality Assurance Process to ensure compliance with national policy; and Identification and appraisal of best practices to determine their effectiveness in operational or administrative policing environment.

Conducting annual Detachment inspections to perform investigative risk assessments on core operational and administrative functions to ensure compliance with policy and law; accessing police data banks and open source information (internet); analyzing collected information; completing reports including recommendations to correct deficiencies; oversight and validation of corrective action plans; and reporting progress to the D.P.O

Oversight and / or review of investigations under Criminal Code, Federal, Provincial and Municipal statutes by accessing police data banks (PROS & CPIC) and hard copy files to ensure appropriate initial and follow-up action was taken by investigators. This includes statements, collection / exhibiting of evidence, Information to Obtain and Search Warrants, reporting to provincial or federal agencies as required, and completion of all legal documents for disclosure to Crown Counsel in support of applicable offences.

Conducting complex investigations into Public Complaints against the R.C.M.P requiring knowledge of various federal, provincial and municipal laws / regulations; R.C.M.P. Act / Regulations, national and divisional policies; current case law; and various police data banks and open source information resources.

Participation and input into Divisional business planning meetings to set future direction and priorities for the R.C.M.P. within N.L..

Establishing / maintaining liaison with government officials, client groups and local police departments including but not limited to municipal mayors / councils, provincial M.H.A.s, M.P.s, community groups, D.F.O., Provincial Wildlife, N.W.E.S.T. and the R.N.C.

J Division, Codiac (Moncton) Detachment July 2013 to July 2016.

As Ops Sgt., lead a 16-member watch patrolling 3 cities, with a total population of 120000 residents. Responsible for operational direction of my watch, resources, file reviews, calling out of specialized units, conflict amongst members, public complaints, and performance issues. Ensured procedures were followed to meet National and Divisional reporting directives and I processed all leave, training, and court requests.

As GIS NCO, managed a team of 2 Cpls, 10 Cst's, and a municipal administrative support worker. Ran all operations and administrative functions of this unit, which included a large mandate, with the majority of files being Armed Robberies, Arsons, Major Frauds and Sexual Assaults involving children.

G Division, Yellowknife, August 2009 to July 2013

As Drug Section NCO, lead a team of 6 investigators working CDSA files targets at both local and national levels, resulting in several seizures and prosecutions.

As Federal Reviewer, responsible for several high-profile programs, including Confidential Human Sources, (CHS's) Witness protection, Undercover Operations and Backstopping. In addition, I took on acting S/Sgt duties of Federal Policing for several months.

NHQ, Ottawa, March 2007 to August 2009

In Covert Ops, Backstopping Unit, responsible for issuance and maintenance of all Covert Federal Documents. Worked on and created National Policy on Covert Document use, and assisting with legislative changes aimed at protecting individuals who issue covert documents on behalf of provincial/territorial governments.

Promoted to Sgt. at Immigration and Passport, reviewing Operational plans involving federal immigration mandate. Represented the RCMP on Refugee Reform working group and worked on draft Memorandums to Cabinet on behalf of the RCMP, to show what effects an increase in the number of refugees would have on the organization.

V Division, Iqaluit, 2001 to 2007

As Cost, performed general duties at Iqaluit detachment and in the Divisional Drug Section. Promoted to Iqaluit detachment as watch supervisor/investigator and then lateraled back to the Divisional Drug Section as NCO i/c. Was a member of Containment Team and was seconded on several occasions to V Division MCU to assist with homicide investigations, receiving several positive 1004's.

New Brunswick, Saint John City Police, 1998 to 2001

Conducted Criminal Code investigations as well as offences under the CDSA. Enforced provisions of CDSA, as well as other federal and provincial statutes. Volunteered as a Minor Hockey Coach and implemented Community Policing Initiatives.

Dept. of Justice, Government of NL, Sheriffs Office, Youth Corrections, 1988 to 1995

As a Sheriff's Officer, was part of a team responsible for courtroom security, prisoner transport, jury sequestration and service of documents within the NL court system, including Provincial court, Supreme Court, Family Law, and Court of Appeal.

With youth corrections, worked in both open and closed custody facilities in St. Johns and Burin, including Torbay Youth Centre, Pleasantville Remand Centre and TJ Macdonald home.

Accomplishments

    KEY ACCOMPLISHMENTS


    2019-2020 A.OIC for Labrador District, while maintaining my regular DANCO duties. Addressed numerous resourcing issues and steered the district through the onset of the COVID-19 pandemic.


    2017 Bronze Commander on Project "BELTWAY", B Divisions response to ongoing protests centered around the Muskrat Falls Hydro-electricity project. I lead a team in Cartwright for two months, ensuring Public Safety for police, residents, outside workers and protestors, while maintaining the Charter Rights of all. Received the B Division Commanding Officer Commendation for Outstanding Service in relation to this matter.


    2014-2016 Graduated from university with honors. My studies focused on Business Law, Managerial Finance and Marketing, Organizational Change and Inter-Cultural Communication, Strategic Planning, Personal Values and Organizational Ethics. I am extremely proud of this accomplishment. I used my own personal finances and attended classes 4 nights per week from 1800 to 2200, while maintaining my regular duties as a full time police officer and more importantly, my duties as a parent and a husband. This is an accomplishment that I am extremely proud of. Inside my unit, I dealt with a serious internal conflict between 2 co-workers and also completed two lengthy Harassment investigations for B (NL) and J (NB) divisions, subsequently providing professional and factual reports to the respective C.O's.

    2009-2013.


    2011 Dealt with 330 overdue Human Source File Diary Dates that were missing required ATIP exempt status flags. Under my leadership, G division was 1 of 2 divisions nation wide in the RCMP with 100 % compliance. Found deficiencies with U/C operation capabilities and made several changes that increased service delivery to national standards. Acted as S/Sgt in Federal policing for 8 months while maintaining regular duties.
