I am a very seasoned and experienced Police Officer, with over 37 years of experience with the Toronto Police Service. My years of service and leadership have focused on specialized support Policing units with Incident Command and response being the focal point within each of the Policing units that I have served in and provided leadership to.
As a Senior Officer I have been part of the Toronto Police Incident Command Cadre for over 10 years. Within this specialized role I have taken a leadership role in the planning and executing of several major planned and unplanned events that significantly impacted public safety including: G20 Economic Summit, Pan's Games, COVID Pandemic Security Response & Plan, Premier's Primary Security Plan detail, Freedom Convoy Protest - Toronto & Ottawa.
Prior to joining the Incident Command Cadre I specialized in tactical policing were I was an accredited Police Crisis Negotiator and Tactical Incident Commander.
As the Unit Commander of Specialized Emergency Response I oversaw the planning and execution of several large scale tactical operations involving tactical teams, Marine and Police Dog Services assets.
Within this role I presently oversee the operations and administration of 52 Division within the heart of downtown Toronto. 52 Division is the core of downtown activity for the City of Toronto including major infrastructure, municipal and provincial seats of government, international consulates, financial district, entertainment district, major health care and education infrastructure and professional sporting venues. Overseeing 275 police members performing various functions in the areas of Priority Response, Community Response, Investigations, and Administrative Support.
My core responsibilities include addressing all public safety issues in relation to crime and disorder, traffic safety, and community priorities affecting quality of life.
A/Superintendent of Southwest District Command.
Within this role, I presently over see the operations and administration of two major Toronto Police Service frontline Divisions ( 11, 12 & 22 Division).
Supported by two Inspectors, I over see a combined 370 Police members performing various functions in the areas of: Priority Response, Community Response, Investigations, and Administrative Support.
I am responsible for all aspects of the effective and efficient operations and overall management of both Policing Divisions.
My core responsibilities include addressing public safety issues in relation to crime and disorder, traffic safety, community priorities affecting quality of life. Within this current role I regularly liaise with Community leaders and groups, elected government officials, business leaders & groups, & Toronto Police Command.
As the Inspector of Emergency Management & Public Order ( EMPO ) I was second in command of this unit.

As Inspector of EMPO I was directly involved in the operations, administration, training and development of personnel of all sub-units of EMPO.
As A/Superintendent of Specialized Emergency Response ( SER )
I oversaw the operations, administration, and management of the following specialized support units, within the Toronto Police Service.
-Emergency Task Force ( ETF ) ( Tactical Teams )
-Marine Unit
-Police Dog Services ( PDS )
Within this role I was responsible for the overall readiness and operational response of three specialized critical response units with over 120 Officers. As the Unit Commander of SER I was also responsible for administration of one of the largest operational budgets within the Toronto Police Service.
As Inspector of 32 Division I was second in command of one of the largest most densely populated Police Divisions within the City of Toronto. I oversaw the Investigative and Community Response areas of the Division including several major criminal investigations and projects.
I oversaw a management and supervisory team with over 150 active Police Officers. I was also responsible for successful achievement of all organizational and unit level strategic goals and objectives.
As Duty Inspector I was responsible for the oversight and risk management of all frontline Policing Operations and to attend and take charge of all major incidents and events occurring within the City of Toronto. These incidents included major crime and accident scenes, planned and unplanned events that would disrupt or threaten city infrastructure, and any event that would attract major media attention. Other duties included member discipline, liaising with other Police services, liaising regularly with Toronto Police Command.
As a seconded Inspector to the RCMP - International Policing Operations Branch. I was deployed to Afghanistan - EUPOL. Within this role I was assigned as D/Chief of Intelligence Led Policing and later as
D/Chief of Training Development and Implementation. Within both roles I traveled the country extensively as a strategic advisor and mentor delivering training and instruction to executive leadership of the Afghanistan National Police. Within this leadership role I worked collaboratively with International Policing partners to achieve strategic training and development goals and objectives for the Afghanistan National Police.
As S/Sgt. of the Toronto Police Mounted Unit I was the Officer In Charge of the largest active Police Mounted Unit in Canada comprised of 57 Officers and 30 Police Horses.
Within this role I was directly responsible for all aspects of the operations, administration, and training of both Officers and Mounts.
My primary function was to ensure the operational readiness of the Mounted Unit for Public Order Support. I was also tasked with ensuring the Mounted Unit supported numerous community engagement and outreach initiatives.
As a Sergeant of the Emergency Task Force ( ETF ) I supervised all aspects of the tactical operations and training of Special Weapons Teams 4 & 5 ( SWT #4 / SWT #5 ). Within this role I supervised several large scale combined tactical operations and projects, hundreds of tactical calls for service and executions of high risk warrants, extrication of barricaded persons, and the apprehension of highly violent and armed suspects. I was also designated and accredited as a crisis negotiator and Tactical Incident Commander.
Sergeant of 53 Division - Primary Response Unit.
Supervise the primary response shift 'E' Platoon. Responsible for the effective, efficient, and professional discharge of duties by 20 Officers.
Addressing community concerns and resolving crime and disorder issues and community safety issues. Within this role I was also responsible for the continuous training and development of Officers while also ensuring unit and organizational goals and objectives were achieved.
Member of Special Weapons Team #6 ( SWT #6 ) with the Emergency Task Force. Within this role I assumed a leadership role in responding to and resolving high risk calls for persons in crisis as well as violent and armed persons. During my tenure as a member of SWT#6 I fulfilled the following leadership roles:

As Detective Constable of a plain clothes specialized investigative team I assumed a leadership role in numerous criminal investigations.
