Acting Head, Business Continuity Planning, Emergency Management and Awareness (AS-05)

  • Planning, developing, implementing, and maintaining the Departmental Security Awareness program, the Business Continuity Planning (BCP) program and Emergency Management (EM) program, including associated policies, guidelines, standards, procedures, plans, templates and required tools.
  • Preparing writing and/or assessing various reports, communication plans/products, correspondence, memos, presentations, briefing notes, proposals and or ministerial responses.
  • Initiates and conducts research and analysis of government security, BCP and EM related policies and practices, and provides leadership and expert advice to senior management, branches, sectors and direct reports in the development, promotion and implementation of their emergency management, awareness and business continuity plans.
  • Planning and managing the development and update of the BCP,EM and Awareness programs ensuring compliance with Public Safety Canada and Treasury Board Secretariat requirements.
  • Providing leadership, expert advice, functional guidance to senior management, colleagues, Regional Security Coordinators on various issues, policies, programs, service levels and requirements, options and or alternatives in the applicable area(s) of BCP, awareness and emergency preparedness.
  • Supporting and strengthening the planning and corporate reporting requirements as they relate to the BCP and EM, including MAF, Strategic Emergency Management Plan (SEMP) risk assessments, and other external and internal reporting.
  • Participating and/or chairing departmental Security, BCP and EM working groups, including PCH’s DG-level BCP Leaders working group, to ensure business continuity planning proceeds at PCH.
  • Develops information, training and briefing material with recommendations to the Department’s Level 1 Security and Crisis Management Committee (SCMC) and provides SCMC logistical and organizational support.
  • Acts as a member of the SCMC, convened in the event of a crisis, and provides advice, guidance and support during a crisis situation. Manages the Security and Crisis Management Committee alternate sites ensuring its continuing state of readiness.
  • Liaising with the Government Operations Centre (GOC), provincial governments and local authorities in order to brief senior management during crisis situations.
  • Acts as a liaison and possible decision maker based on risk assessment in the Complex Security Operations Centre during emergencies with key players and local authorities.

  • Develops, promotes and implements Emergency Management (EM) and Business Continuity Planning (BCP) policies, procedures, guidelines, programs and plans.
  • Ensures that PCH meets all requirements in relation to the implementation of the Directive on Building Emergency Evacuation Team (BEET) for HQ and regional offices. This encompasses the implementation of EM/BCP plans, frameworks, programs, strategies and initiatives including the conduct of Business Impact Analysis (BIA) and tabletop exercises.
  • Conducts emergency management risk assessments and makes recommendations to mitigate risks.
  • Administers the Department’s EM/BCP Programs, provides support in the implementation and management of related plans including recommendations and interpretation of EM/BCP directives, legislation, regulations for managers and employees to enhance awareness and compliance thereof.
  • Designs, develops and implements EM/BCP training and awareness programs as well as coordinates and delivers EM/BCP training and exercises.
  • Acts as departmental liaison on Branch, departmental and other government departmental EM/BCP committees, working groups and consultative initiatives.
  • Responds to emergencies such first aid, evacuations as a member of the BEET to ensure a coordinated response.
