Leads and coordinates the work to be developed and implemented by the International Civil Aviation Organization (ICAO) in relation to the United Nations Countering Terrorist Travel (CT Travel) Programme, achieving results such as:

  • Provide assistance to States in the development of their capacities to identify and disrupt the travel of terrorists and serious criminals through the collection, processing, use and protection of Advance Passenger Information (API) and Passenger Name Record (PNR) data,
  • Participate in national consultations of State’s border management systems, under the direction of the United Nations Office of Counter-Terrorism (UN OCT) in the framework of the UN CT Travel Programme,
  • Make recommendations for enhancing border control management through the use of passenger data systems,
  • Provide input to draft legislation to regulate the collection, transmission, use, retention and sharing of passenger data in compliance with internationally recognized standards and human rights obligations,
  • Develop ICAO/UN CT Travel Programme-related working papers, informal briefings, analyses and reports for the ICAO Assembly, the ICAO Council, the Air Transport Committee, and its working groups,
  • Participate in the discussion of such papers and studies and initiate required implementation and follow-up action,
  • Maintain liaison with, and provide specialized advice to, other Sections within ICAO Headquarters and to the ICAO Regional Offices, and other international organizations,
  • Undertake missions to States and represent ICAO at meetings of other international organizations and at international meetings on policy and technical aspects of passenger data systems,
  • Provide technical assistance on Passenger Information Unit (PIU) implementation, including implementation of a passenger data single window, based on the systematic collection, analysis, use and sharing of passenger data in line with UN Security Council resolutions 2178 (2014) and 2396 (2017), and ICAO Annex 9 Standards and Recommended Practices,
  • Support national authorities in strengthening their operational capacity to exploit passenger data for law enforcement and border security purposes,
  • Provide guidance on airline industry-related passenger data issues, in particular through close engagement with the International Air Transport Association (IATA).

Working within the Carrier Data Policy Team, supporting the work of the Border Security and Visa Policy Unit through the following specific responsibilities:

  • Provide the lead for Passenger Name Record (PNR) data policy, manage the transposition of the EU PNR Directive; provide advice to support the negotiations with the EU on the UK’s use of PNR data following UK exit from the EU; develop the UK’s PNR policy post-exit from the EU, including development and implementation of a strategy on the UK’s approach to reaching agreements with third countries requiring PNR from UK registered carriers,
  • Providing input to lobbying and briefing engagements with the European Commission, with EU Member States and with third countries to support the processing of PNR data and the interoperation of national Passenger Information Units,
  • Providing policy advice to UK Border Force (UKBF) on the operation of legislation to acquire Advance Passenger Information (API) and PNR data; on priorities to improve the quality and timeliness of API and PNR data provided by airlines to the Government’s border systems and on the processing and protection of personal data disclosed by airlines,
  • Work closely with UKBF on the development of new Digital Services at the Border to ensure new technical systems meet policy requirements,
  • Support work within Immigration and Border Policy Directorate to ensure that the implementation of the EU General Data Protection Regulation and the EU Data Protection Directive takes account of operational requirements across the Borders, Immigration and Citizenship system, and
  • Line management of 1 x Senior Executive Officer.
