CLASS CHARACTERISTICS
Payroll Technician I: This is the entry-level class in this series. Incumbents initially are given detailed supervision in learning the techniques related to payroll and financial and statistical reporting. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods.
Payroll Technician II: This is the fully competent level class in this series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Incumbents may assume specialized responsibility for a particular function within the class. This class is distinguished from the Senior Payroll Clerk in that the latter provides technical and functional direction to lower-level support staff, is responsible for more complex reporting requirements and provides intra-department coordination.
Senior Payroll Technician: This is the senior level class in this payroll technician series. Positions in this class perform the most complex and advanced duties in payroll and financial and statistical reporting. This position provides day-to-day management of payroll services and has developed specific knowledge of the county’s memoranda of understanding, personnel policies and procedures and applies this knowledge to the payroll function. Incumbents work with a high level of independence within their area(s) of expertise while providing para-professional support and completing complex clerical assignments. Incumbents may provide lead direction and training of lower-level staff. This class is distinguished from Payroll Technician I/II by the scope of supervision and intra-department coordination and by the complexity of reporting requirements. Carries out functions in a confidential capacity as defined in the Meyers-Milias Brown Act.
The positions in the Payroll Clerk class series are flexibly staffed and positions at the h level are normally filled by advancement from the lower-level based on department need after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.
