MUSHIN KAKANDE

By virtual of Article five of the 1995 Constitution of Uganda as amended, Kampala is the Capital City of Uganda and is administered on behalf of the central government under the ministry for Kampala Capital City and Metropolitan Affairs.

Kampala as a district has got five divisions namely Kawempe, Makindye, Rubaga, Central and Nakawa where these are represented both at parliamentary level and local government level.

Kampala Capital city seized to be under local government by passing of an act of parliament in 2010 which is "Kampala Capital City Authority Act 2010 (KCCA ACT 2010) as amended as of today.

Kampala Capital City Authority Council has a political representation of fifty four members headed by the Authority speaker in which the lord mayor is a member as well.

Currently 42 members of the Authority council subscribe to the National Unity Platform as elected by the 2021 general elections until 2026.

Kampala Authority Council has got ten committees namely. legal Affairs, education & social services, engineering & technical works, revenue, internal audit, public health & environment, physical planning, treasury services , gender community services & production and administration & Human resource.

I am currently the chairperson of the legal Affairs committee, a position i have chaired with great respect and honor.

• Analyzed and applied legal principles and performed legal research to support litigation strategy.
• Prepared and reviewed contracts and other legal documents following applicable regulations.

• Negotiated settlements and mediated disputes between parties finding mutually beneficial solutions.
• Interpreted laws, rulings and regulations for individuals and businesses.
• Developed strategies for court proceedings and negotiations.
• Studied Constitution, statutes and ordinances of quasi-judicial bodies to determine ramifications for cases.
• Prepared and filed pleadings, motions and other legal documents in court proceedings.
• Represented clients in court hearings and in negotiations with other parties.
• Worked with legislators to assist in drafting secondary legislation and enforcement procedures by offering insights as law practitioner.
