Institutional Safety Officers play an important role in creating and maintaining a safe environment within facilities operated by institutions such as hospitals, colleges, universities, and government buildings in Manitoba. They protect people, property, and institutional operations by responding to security concerns and supporting public safety.

Their key responsibilities include:

• Managing emergencies and security incidents: ISOs provide the first response to incidents that may threaten the safety of staff, patients, students, visitors, or the public on institutional property.
• Supporting police investigations and operations: They work in partnership with local police services or the Royal Canadian Mounted Police (RCMP) when situations require police assistance or criminal investigations.
• Enforcing designated legislation: When granted legal authority, ISOs enforce specific provincial laws, including those related to trespassing, liquor, cannabis, gaming, and smoking within institutional facilities.
• Preventing incidents through proactive measures: They conduct patrols, educate staff and the public on safety practices, resolve conflicts using de-escalation techniques, and identify potential risks before they escalate.
• Providing security in healthcare settings: In hospitals, ISOs may be authorized under the Mental Health Act to ensure the safe supervision of individuals experiencing a mental health crisis or severe intoxication until healthcare professionals assume responsibility.

Individuals seeking to become Institutional Safety Officers must complete specialized education and practical training to prepare them for their responsibilities. Training focuses on developing the knowledge and skills needed to perform their duties safely, professionally, and within the law.

Core training areas include:

• Public safety and crime prevention strategies
• Provincial legislation and legal authorities
• Arrest, search, detention, and use-of-force procedures
• Personal safety, report writing, and evidence documentation

This training is delivered by organizations approved by the Province of Manitoba, including the Royal Canadian Mounted Police (RCMP), the Winnipeg Police Service (WPS), the Manitoba Department of Justice, and accredited educational institutions.

• Ensure staff is well-groomed, courteous, and knowledgeable about event details.
• Oversee the setup, arrangement, and decoration of banquet spaces.
