Work History

Senior Municipal Engineer/Project Manager

Parsons
11.2013 - Current

  • I am the go to Technical Writer in my group. I am the lead contributor to our responses to RFQ's, RFP's and Standing Offer call-ups. We frequently receive perfect marks on our technical proposals for the City of Ottawa where I excel at highlighting our understanding of local conditions and project specific challenges in addition to demonstrating our teams qualifications and the proposed approach and methodology. I also write technical reports for our design projects for my own projects and am often called in to prepare reports for other designers projects.
  • I am experienced working with various agencies in order to obtain approvals for our projects. These include municipal, provincial and federal agencies as well as conservation authorities. This work requires consultation with the agencies and a thorough understanding of their requirements to ensure they can complete their review efficiently.
  • I am the Project Manager and/or Technical Lead on Integrated Road Rehabilitation projects for the City of Ottawa and surrounding smaller municipalities. This includes being responsible for the municipal portion of the design, I write successful proposals demonstrating our teams qualifications, highlighting our understanding of local conditions, project specific challenges and Prepare preliminary and detailed designs of Integrated Road Projects (Beckwith Street, Almonte, ON among others) and Land Development Projects (New Builds and Building Conversions)
  • I am the Project Manager and Lead Designer for land development projects working with owners, architects and multi-discipline technical teams of other engineers for the design and construction of new buildings and building conversions. Clients I have worked with include private developers, multiple departments of the federal government, the National Arts Centre, the Ottawa International Airport, University of Ottawa, City of Ottawa, Canada Science and Tech Museum Corp.,. I develop positive working relationships with the other team members to effectively coordinate design activities, maintain open lines of communication and work together to identify and mitigate project risks. Upon successful completion of the design and obtaining approvals I am responsible for preparing specifications and providing engineering support during construction for the civil components of the project. I address any changes required to address obstacles encountered during construction, complete site inspections at critical points in the work and provide a Letter of Conformance to the Municipality at the completion of the works.
  • I have completed a variety of specialty projects for the City of Ottawa reflecting my technical expertise and strong working relationship with staff as described below.
  • I recently worked for the City of Ottawa Asset Management Branch, through a standing offer, to provide third-party reviews for submissions related to the Light Rail Transit Phase II project. I provided technical reviews of roughly 100 design submissions from the Design-Build proponent for work impacting City of Ottawa municipal infrastructure including watermains and sewers as part of this fast paced project. I presented a summary of the submission and my comments, to City Staff from Asset Management and Operations, using my strong technical expertise and understanding of local guidelines and regulations. I frequently attended meetings with the Design-Build team to discuss my comments and potential paths forward.
  • I also completed an assessment of critical infrastructure within the City's water distribution system to identify areas and customers that are vulnerable based on system pressures, valving, configuration, etc, The results of these confidential assessments as well as proposed capital works projects to improve the system, were summarized in reports, GIS shapefiles and mapping and presented to a Technical Advisory Committee consisting of City staff from a variety of departments. This process was completed for each of the City's many pressure zones for this multi-year project. I was requested to do a follow-up project 5 years later to assess the recommended capital works projects the City had completed and update the GIS files and reports accordingly.
  • I was also the Project Manager and Lead Engineer for a project providing temporary water servicing solutions for a variety of customers all over the City while condition assessments were being completed on backbone watermains. Beyond the technical work to design the solutions, I worked closely with members of the Water Operations group and the Planning group to provide options that I analyzed based on system operations, cost, ease of construction, etc. I was also responsible for communicating with building owners/operators to explain the work and to complete inspections of their properties to gather information related to their water systems such as sprinkler systems, valving, etc. I also engaged the owners/operators to determine their specific water demands and to explain the impacts of the work to ensure once the work was implemented there were no complaints.
  • My strong organizational skills and attention to detail resulted in me leading multiple asset management projects for clients including the Ottawa International Airport, Ottawa University and the Ministry of Transportation. In all cases we inventoried assets, completed condition assessments, ranked the severity of deficiencies, provided recommendations including a cost estimate and prioritization. I excel at developing the best way to present and store the data for each particular client based on their needs to ensure they can use the information efficiently for the long-term. For one of the projects we researched technologies and used GeoDot (??) to streamline gathering geo-referenced data with project specific inputs and the ability to attach pictures to each asset.
  • Responsible for Contract Preparation (City of Ottawa, OPSS & NMS)
  • Prepare successful proposals
  • Trenchless technology
  • Carry out day-day-day duties accurately and efficiently.
  • Demonstrate respect, friendliness and willingness to help wherever needed.
  • Developed and maintained courteous and effective working relationships.
  • Identified issues, analyzed information and provided solutions to problems.
