Rocky View County has approximately 1M acres of land surrounding the City of Calgary from the west, north, and eastern sides. Rocky View has an equalized assessment value of 18.4B, making it Alberta's 5th highest assessed municipality. With over 43,000 residents and increased development pressures across all streams of the corporation, I carry out Council's mandate to respond to demands by strategically evaluating business practices through the County's Planning and Development inflow and outflow and by developing corporate strategies from personnel to service capacity systems. Overseeing 250+ staff (including PT and volunteer firefighters in a blend of fire administrative and Local (union) career firefighters) in the corporation, I work with a strong Executive Leadership Team to implement the priorities of Council to deliver services across the County. In a short period of time, I have delivered innovative practices with my leadership team to transform the way departments undertake business. Working with developers to leverage their investment and to re-start development within the Calgary Metropolitan Region as a key strategic organization.

I successfully transformed Wheatland County's business model from the "status quo" municipal operator to a strategically positioned service centre to attract investment and deliver innovative services while keeping costs low.

• Engaged staff and implemented a 3-year department strategic plan
• Created and initiated several long-term policy reviews and implementation strategies including: a new economic development strategy, master fire plan, community profile, municipal development plan, master parks recreation and cultural plan, land use bylaw, area structure plan review, and county-wide servicing strategies
• Created a new economic development brand, strategy, and networking plan for business retention, readiness, and marketing resulting in over 1 billion dollars of private investment in the County
• Incorporated business plans and cost-benefit analysis systems for new staff compliments, ultimately finding efficiencies within the organization
• Successfully lead the acquisition of a Water Treatment Facility and associated development lands and commercial space in 2 months’ time valued at 14M
• Spearheaded the construction of a 5-yearlong fire hall in a years’ time and lead the project management team of engineers, planners, fire administration and council – cut costs by over 5M
• Instituted new business systems for Community Peace Officer programs, and planning and development approvals
• Negotiated cost-sharing agreements with municipalities for recreation and community services, saving the municipality upwards of $250,000
• Administrative lead for all Calgary Metropolitan Regional Board (CMRB) items for
• Council, land use, servicing, recreation, and transportation services
• Successfully transitioned the corporation from using antiquated software to ESRI GIS software / databases, introducing a new training program to all departments
• Oversaw the return-to-work guidelines for the organization during COVID-19;
• Crafted and implemented 10 Intermunicipal Development Plans (IDP’s) and
• Collaboration Frameworks (ICF’s)
• Collaborated with multiple regional stakeholder’s, including Siksika First Nation, to undertake Mutual Aid Agreement discussions and economic development support.

• Tasked with co-leading an organizational review, including expanding the portfolio of the Economic Development and Planning department
• Undertook land valuation and inventory analysis, including land negotiations with developers and clients from at-grade to sub-grade components
• Implemented new strategies to reduce red-tape for issuing development permits and any other development and amendment applications offered
• Ensured each member of the department was involved in professional development planning processes during budget
• Implemented new customer service philosophy that includes “Planner of the Day” to ensure client inquiries will be answered during all business hours
• Initiated multiple Economic Development “business ready” initiatives, including a new online business friendly platform, a business readiness assessment and audit of the organization, and a new Economic Development organizational philosophy
• Crafted the 5-year economic development strategic plan – instituting a communications strategy to ensure businesses are involved, sectoral standing committees of Council
• Spearhead a 50M hemp cooperative model including development of a governance model, feasibility study, terms of reference, sourcing materials and labour, and 3-5-10 year revenue models
• Undertake and lead multiple strategic planning projects valued over 100 thousand dollars, including economic development strategic planning, business retention planning, and intermunicipal agreements.

• Developed project teams and coordinated with consultants to determine project feasibility, resulting in new projects for the City that fit Councils vision between5M-20M
• Developed and led an extensive in-house study for a 20M facility expansion
• Managed and led a team of 75+ staff in 11 divisions that encompass the property, development, recreation, facilities, parks, museum and culture, and business investment realm
• Worked with developers to ensure negotiations for land and services were fair and increased development within the City by 3% over the year
• Managed the development review process with consultants, developers, and clients through amendment processes, Committee of Adjustment and Planning Advisory Committee, and made recommendations for approvals
• Worked with pro-forma's for capital and operating budgets
• Successfully led policy review within all divisions in conjunction with provincial changes
• Initiated the facilities asset management plan process
• Spearheaded an investment readiness audit and assessment for the entire City to ensure it is development friendly, resulting in a comprehensive project plan for the next five years to streamline the development process
• Engaged with large corporations in Ontario, Manitoba, and the United States, in order to make improvements to the Economic and Tourism development strategies and recommend to Council new strategic planning components
• Initiated economic development special projects including wayfinding, downtown revitalization, and community improvement plans.

• Managed a team of 17+ and implemented new systems to ensure development approvals processes meet timelines
• Worked with consultants through development application, all amendments, revisions, Development Review Committee, Public Works and Infrastructure

• Worked under SafeOperations and ensured the team goal was Zero Harm
• Created efficiencies in the operating budget, including a new Economic Development Officer position, and a new shared Administrative Assistant Position for two departments, saving 35K per year
• Worked closely with all First Nation’s in the region to develop the Sustainable

• Worked with large multinational corporations, including mining and construction, to forecast market trends for the northern Manitoba region
• Secured funding for Waste Disposal Ground updates and a new Wastewater

• Developed and researched policy for the Chairman and the Board of Directors of the Toronto Transit Commission, resulting in successful new policy implementation
• Researched and presented successful best-practices to modernize and densify single-use transit hubs throughout Toronto, resulting in increased discussion at the Board level on how to introduce land-value capture at the TTC
• Instrumental in new public consultation methods, resulting in significant feedback from riders of the transit system
• Evaluated and presented land-value-capture concept for TTC-owned real-estate including strata
