Rocky View County has approximately 1M acres of land surrounding the City of Calgary from the west, north, and eastern sides. Rocky View has an equalized assessment value of 18.4B, making it Alberta's 5th highest assessed municipality. With over 43,000 residents and increased development pressures across all streams of the corporation, I carry out Council's mandate to respond to demands by strategically evaluating business practices through the County's Planning and Development inflow and outflow and by developing corporate strategies from personnel to service capacity systems. Overseeing 250+ staff (including PT and volunteer firefighters in a blend of fire administrative and Local (union) career firefighters) in the corporation, I work with a strong Executive Leadership Team to implement the priorities of Council to deliver services across the County. In a short period of time, I have delivered innovative practices with my leadership team to transform the way departments undertake business. Working with developers to leverage their investment and to re-start development within the Calgary Metropolitan Region as a key strategic organization.

I successfully transformed Wheatland County's business model from the "status quo" municipal operator to a strategically positioned service centre to attract investment and deliver innovative services while keeping costs low.


  • Engaged staff and implemented a 3-year department strategic plan
  • Created and initiated several long-term policy reviews and implementation strategies including: a new economic development strategy, master fire plan, community profile, municipal development plan, master parks recreation and cultural plan, land use bylaw, area structure plan review, and county-wide servicing strategies
  • Created a new economic development brand, strategy, and networking plan for business retention, readiness, and marketing resulting in over 1 billion dollars of private investment in the County
  • Incorporated business plans and cost-benefit analysis systems for new staff compliments, ultimately finding efficiencies within the organization
  • Successfully lead the acquisition of a Water Treatment Facility and associated development lands and commercial space in 2 months’ time valued at 14M
  • Spearheaded the construction of a 5-yearlong fire hall in a years’ time and lead the project management team of engineers, planners, fire administration and council – cut costs by over 5M
  • Instituted new business systems for Community Peace Officer programs, and planning and development approvals
  • Negotiated cost-sharing agreements with municipalities for recreation and community services, saving the municipality upwards of $250,000
  • Administrative lead for all Calgary Metropolitan Regional Board (CMRB) items for
  • Council, land use, servicing, recreation, and transportation services
  • Successfully transitioned the corporation from using antiquated software to ESRI GIS software / databases, introducing a new training program to all departments

  • Tasked with co-leading an organizational review, including expanding the portfolio of the Economic Development and Planning department
  • Undertook land valuation and inventory analysis, including land negotiations with developers and clients from at-grade to sub-grade components
