
I am a licensed medical practitioner in Manitoba. I am a Fellow of The Royal College of Physicians and Surgeons of Canada and hold specialty certification in psychiatry and subspecialty certification in forensic psychiatry. I am also an Assistant Professor in the Department of Psychiatry at the University of Manitoba, and have been practicing Psychiatry since 2003, with a focus on Medicolegal and Forensic Psychiatry.
Currently, I serve as the Medical Director of Roblin Forensic Group. My clinical responsibilities extend to various community and institutional settings, including the Canadian Mental Health Association’s ACT program, an addictions program called Executive Medical Solutions, and NAV Canada’s Chemical Dependency Education and Rehabilitation Program, and I provide a clinic for adults with Intellectual Disabilities. Additionally, I am contracted to provide psychiatric services at correctional institutions, including Stony Mountain Institution, and Headingly Correctional Centre.
I have held leadership roles in national psychiatric organizations, including serving as the Prairie Region Representative on The Royal College of Physicians and Surgeons of Canada Subspecialty Committee in Forensic Psychiatry, and on the executive of the Canadian Academy of Psychiatry and the Law (CAPL). I am the current editor of the CAPL newsletter and sit on the CAPL Corrections Subcommittee. I also sit on the board of directors of the Canadian Psychiatric Association (CPA), and on the Professional Standards and Practice Committee of the CPA.
In my forensic practice, I have authored hundreds of court-ordered assessments, including Fitness and Criminal Responsibility reports for Manitoba courts, and provided hundreds of reports to the Criminal Code Review Board. I was also established as an expert by the Government of Canada to assess Indian Residential School claimants. In addition to court ordered reports, over the course of my career, I have produced between fifty to one hundred reports annually for various third-party clients, including legal, insurance, and governmental agencies.
Previously, I served as the Medical Director of Forensic Psychiatry at a teaching hospital in Manitoba, where I developed and implemented a Forensic Psychiatry curriculum for the residency program and introduced key program changes, including a multidisciplinary court-ordered assessment team and the creation of a fitness clinic. I continue to provide educational sessions and supervise senior residents in forensic psychiatry.
I have co-authored international and national documents on correctional psychiatry and forensic assessment practices, and I am an active member of two national working groups. One group has developed and continues to maintain guidelines for forensic assessment and report writing and the other is developing guidelines for psychiatric care in correctional settings.
