  • Monitor payments to and from insurance provider and alert HRO of problems in a timely manner.
  • Act as liaison between employee and insurance provider to resolve claim disputes.
  • Work with FMO to process quarterly premium payment to insurance provider.
  • Coordinate with ABMC to ensure that their employee counts are correct and their premiums collected to include in the payment.
  • Track monthly and/or quarterly payment to Embassy by retirees who have elected to continue COMAR coverage and ensure payment is made on time and prior to the start of a new month or quarter.
  • Track long-term employee absences and alert the HR Officer so that they can inform section supervisor and plan for WAE workforce.
  • Provide research and survey data and support to the Human Resources Officer and Contracting Officer in the event of a change to or renegotiation of the health insurance contract.

Administration of Other Benefits:

  • Enroll new employees in the Caisse Nationale de Securite Sociale (CNSS)/CNAM.
  • Assist employees in the case of work accidents with all necessary paperwork.
  • Assist employee to fill out forms in HR Office and expedite paperwork to CNSS/CNAM within 48 hours.
  • Monitor status of employee and act as liaison with employee's supervisor, timekeeper, FMO, and CNSS/CNAM in cases where time is lost from work.
  • Assist LE staff personnel under the CSR system with preparation of work accident forms under Workers' Compensation, send the forms to OPM, and handle follow up necessary to resolve cases.
  • Track CNSS work accident payments to Embassy employees to ensure reimbursement to Embassy for amounts paid out to employee from CNSS.
  • Provide assistance to American direct hire employees in enrolling their domestic staff in CNSS.
  • Establish and maintain useful contacts with officials of CNSS to ensure timely dissemination of new information.
  • Draft reports, correspondence and forms related to benefits issues.
  • Remain current on developments in DOS regulations, Tunisian labor law, and CNSS regulations, as they apply to benefits; advise Human Resources Officer

Retirement:

  • Principal point of contact for all issues relating to retirement;
  • Prepare all CSR and CNSS retirement actions for LE staff employees;
  • Notify employees 6 months in advance of mandatory retirement, counsel them and advise them on preparation of retirement applications;
  • Serve as liaison with OPM and follow up until retiree receives his/her first annuity check;
  • Assist with continuity of benefits in retiree death cases; maintains retirement records and retire them annually.

Training :

  • Draft annual management notice requiring all employees complete an Individual Development Plan (IDP).
  • Receive, file and monitor IDPs against training requests; coordinate in-house training by a either an in-house instructor or via DVC with FSI Washington.
  • Take the lead on coordinating English training for Locally Employed staff; and research and suggest Locally employed staff training opportunities to the HRO.
