The West Coast’s direct law enforcement representative to the Coast Guard Office of Maritime Law Enforcement, Force Readiness Command, District international, and inter-agency forums, to include the North American Maritime Security Initiative with Mexico and Canada and North Pacific Coast Guard Forum. Area's primary operational advisor for Law Enforcement & Maritime Operational Threat Response operations to senior leadership.
The Commanding Officer's direct representative and second in command of the Coast Guard's largest and busiest multi-mission Boat Station in the third largest U.S. port (Coast Guard Station New York). Personnel Officer responsible for the good order and discipline of 136 personnel. Administered a $405K annual base budget, accountable property Officer for $20M in government property, 9 response boats and three vehicles. Training Board Chairman; oversees the qualification process and professional development across 16 different certifications.
Operational Lead Unit-Law Enforcement Duty Officer (LEDO) which was responsible for directing military surface and air assets carrying out Law Enforcement (LE) operations in the District 11’s (D11) area of responsibility. Acted as a fusion point for inter-agency operations including on scene narcotics enforcement units, Joint Inter Agency Task Force South, US LE partners, Maritime Intel Fusion Centers, as well as International partner nations for carrying out Counter-Drug and Alien Migrant Interdiction Operations. Provided guidance and oversight to D11 sectors on Maritime Homeland Security, Living Marine Resources and local LE matters. Furthermore, the LEDO provides LE command & control support to all Pacific Area districts.
Additionally, served as the D11 Patrol Boat and Air Operations manager, which is responsible for a 260 million dollar fast response cutter program, to include scheduling maintenance, training, and operational readiness for the United States west coast. For air operations, scheduling law enforcement overflights for C27J airframes from Coast Guard air station Sacramento in support of the entire California and Oregon coastline.
My position required me to maintain a top secret clearance and be wholly responsible for good order and discipline of a 54 member department. I direct operations, training, safety and readiness of Deployable Specialized Forces adaptive force packages for maritime Homeland Security, national special security events, anti- terrorism/force protection, tactical advanced interdiction, short notice maritime response and maritime law enforcement missions.
Additionally, I had administration and oversight of a 40 member waterside security section and 6 response boats valuing at over $750,000, 24 member advanced interdiction team, specialized capabilities team of 2 Canine Explosive Detection Teams, Integrated Anti-swimmer System and 2 Remotely Operated Vehicles valued at $160,000. On a finance standpoint, I managed $400K operations budget, $12 million in property, 147 weapons and 130K+ ammo, 13 vehicles and communications equipment.
Operationally, I was a qualified deployable team leader: which advises Captains of the Port, federal, state and local interagency stakeholders for escort/security zones, strategy and tactical asset employment.
Directly trained and supervised of 100-150 recruits through the entire eight weeks of recruit basic training. For five years, prepared a basically trained, physically fit, and smartly disciplined non-rate for service in the U.S. Coast Guard. Routinely participated in a wide variety of evolutions, including physical fitness, classroom lectures, practical training, and basic military fundamentals such as inspections and military drill. Taught classes, conducted various physical fitness instruction, and work extensively at developing the recruits overall military bearing and appearance, making them ready for military service.
