I am a 34 year member of the RCMP. My career, which began in 1988, has taken me to Manitoba, British Columbia and New Brunswick. Over eight physical moves in a variety of roles from front line Policing duties to specialty areas of ERT and Police Service Dogs. From Operations NCO to unit commander to Ops support Officer to Officer in charge of several units to the position I now occupy as the Admin and Personnel Officer for RCMP Manitoba.
My breadth of experience is wide ranging including both operational and administrative roles.
My experience as a CIC let me manage over 100 of the highest risk calls the RCMP are called upon to resolve.
I am fully bilingual.
My performance assessments over 34 years reflect unwavering dedication and ethics despite sometimes trying circumstances.
My acquired experience , coupled with my knowledge of policy and process within the RCMP will serve me greatly as a Labour relations Officer.
It is my intention to serve in that role as I did as an RCMP member throughout my career, ethically and morally on the side of fairness and truth.
In December 2015 I became an accredited Critical Incident Commander (CIC) after completing required training at the Canadian Police College.
Since that time I have managed high risk calls for service across BC and upon transfer to Manitoba. These duties were all conducted on an on call basis.
CIC's manage the highest risk calls for service in the RCMP. These include hostage takings, barricaded persons, high risk warrants etc. I have managed over 100 calls as a CIC in BC and Manitoba.
In January 2017 I was peer selected to become an instructor on the CIC course at the Canadian Police College. Since that time I have instructed and assessed numerous candidates on a high number of courses.
I have been also tasked with conducting reviews of candidates who were not successful on a prior course and sought a remedy through the grievance process.
As the Career Development and Resource Officer, Inspector (CDRO) for the Manitoba RCMP I maintained oversight over the following areas.
- All Regular member and Public Servant employee staffing for over 1500 employees
- All RCMP training for the Province of Manitoba including everything from Annual Firearms qualifications to classroom training.
During my tenure as the CDRO I completed a business case to re organize the training unit by re instating a regular member (Staff Sgt) to manage this unit which had been the subject of infernal strife. In doing so I delineated the administrative side of the house from the operational training side to drastically improve efficiency and clearly identify individual roles and responsibilities within the training unit
- As the CDRO I also has oversight of the Manitoba RCMP recruiting unit
As the Officer in Charge of RCMP Manitoba Traffic Services, Inspector I maintained oversight of the following areas
- Managed unit budget for 52 regular members and 14 support staff
- Managed over one million dollar budget from Manitoba Public Insurance for targeted data based traffic enforcement campaigns.
- Managed the Court Liaison unit which transported sentenced prisoners throughout Manitoba and inter provincially
- Development and implementation of all traffic related initiatives related to road safety for the Province of Manitoba Manitoba
During my tenure as the Officer in Charge of Manitoba Traffic Services I effectively re organized the entire unit to effectively deploy existing resources based on operational need and supporting data. This process required cooperation and engagement with a number of internal stakeholders to bring this initiative to fruition. This unit re organization led to a professionally run, highly trained , efficient unit
As the Operations Support Officer for the BC RCMP Critical Incident Program (CIP) Inspector I has oversight over the following RCMP specialty units with four senior non commissioned officers (Staff/Sgt's) reporting directly to me. These non commissioned officers acted as program managers for the specialty teams articulated below.
-Provincial Emergency Response Teams which consisted of a large number of highly trained operators. These teams included a large full time team in the Lower Mainland District as well as three other part time teams strategically located throughout the Province of BC
-Provincial Police Dog Services which consisted of a large number of teams strategically located throughout the Province of BC
- Provincial Underwater Recovery Team which consisted of full time and part time team members located throughout the Province of BC
-Provincial Explosive Disposal Unit which consisted of highly trained members who support RCMP operations for these very specific calls for service
-Provincial Public order unit which supports front line operations with a number of highly trained teams to respond to public protests as well as supporting other Specialized teams with coordinated evidence searching
Critical incident Commander (CIC) selection
As the Ops Support Officer for CIP I ensured that any potential CIC's met all policy requirements prior to selection for further training.
CIC's manage the RCMP' s most high risk calls for service (hostage takings, high risk warrants et al) which require a coordinated response of specially trained resources
As the NCO in charge of the Lower Mainland Integrated Police Dog Service I maintained oversight of the largest team of dogs and handlers in Canada.
As an Integrated team I had oversight of not only RCMP members but a number of police officers from other Municipal Police Forces in the Lower Mainland of BC
- As the unit head I managed a very significant unit budget which included overtime, regular salary dollars, vehicle purchases and maintenance of the designated facility
During my tenure as the NCO I/C of LMD IPDS I instituted a stat program which provided detailed accountability to all funding partners to the team. The data this program generated became a the standard for all Police Dog teams across Canada
During my tenure as the NCO i/c IPDS I effectively re organized the unit . I secured a central location for all teams saving thousands in multiple location lease locations. I also secured the upgrade of four positions within the unit resulting in opportunities at a higher rank
Grievance arbitration, as the Admin and Personnel Officer for the Manitoba I have sat as the decision maker in a number of grievances both within the public service as well as regular members of the RCMP My knowledge of RCMP process and policy have guided me in each and every process
As the Career Development Resource officer my role required a number of Designated Manager Human Resources (DMHR) decisions These decisions were required in a variety of circumstance In some cases I wrote decisions which affected promotions within the RCMP Once again I relied on my knowledge of policy, process and procedural fairness when making any of these decisions

My experience as a Critical Incident Commander afforded me opportunities to review of number of occurrences across Canada Canada involving emergency response teams and other high risks calls for service which resulted in serious injury and death In all of these cases my recommendations were based on experience, knowledge of RCMP policy and process
