Reporting to the Bid Director, I am leading the finance and commercial workstream of the Ontario Line O&M (as part of the OL RSSOM OnConnects) with the final goal of delivering the financial proposal for the operation, maintenance and rehabilitation of the metro line. My main responsibilities are:

  • Delivery of a complex financial model for the 30 years Operational Term, alongside complex analyses and financial reports required by corporate governance bodies for project oversight
  • Ensuring the financial viability of the project, by challenging and validating pricing assumption, analyzing profitability and IRR and ensuring relevant sensitivity analyses are performed to cover project risks
  • Ensuring NPV optimization by providing direction and guidance to other workstreams with respect to cost estimates and pricing strategy
  • Delivering the modelling of the financial outcome & accumulation of failure points based on the performance regime initially proposed through the PA Schedules. The model was used by Sponsors to recalibrate punctuality and capacity regimes
  • Key contributor in negotiations with Infrastructure Ontario: negotiated significant concessions in the performance regime formulas, penalty payment values and a lower rate of penalty accumulations and failure points regime.
  • Supported the risk management processes by identifying risks and proposing mitigations for key economic, financial, and commercial issues of the contract. Spearheading the identification and quantification of the inflation risk and drafting RFIs and papers regarding potential mitigations.

Reporting directly to the CEO, I was in charge of the entire suite of administrative and operational aspects of the company (financial and cash flow management, enterprise risk management, purchasing and inventory, HR and facilities management). My accomplishments include:


  • Developed and implemented accounting policies to support ASPE adoption and delivered the first financial audit - consolidated across three entities ( 2 Canadian and 1 US based)
  • Developed and implemented Purchase to Pay processes, payroll and expense claims. Designed & implemented the architecture of apps that would support the P2P and Payroll workflows.
  • Implemented a monthly reporting system focused on P&L optimization, runway and cash-flow management to support spending and fundraising decisions
  • Developed the 5 years strategic plan supported by a complex sales and financial model, showcasing the last stages of the R&D phase, through market launch and international expansion of the company
  • Implemented the Corporate Reorganization as developed by the legal advisers in December 2019 - entity consolidation, asset transfers, IP and tax credits transfer
  • Coordinated and resolved complex international taxation issues between the affiliated entities

  • Reporting to the General Manager, I had an instrumental role in the mobilization of ION LRT, the first privately operated network in Ontario by building and leading the Finance, Commercial, Business Performance and Supply Chain functions.
  • Lead a complex negotiation with the Region of Waterloo to ensure the KPI statements become measurable performance requirements that support a high quality service without unnecessarily jeopardizing the financial viability of the operation
  • Delivered multi-year financial planning and reporting to the various corporate stakeholders and well as monitored and reported financial and business performance
  • Proactive P&L management & budget development to ensure the delivery of service within the parameters of the financial model that formed the basis of the bid award
  • Lead de development and implementation of the Performance Reporting System during mobilization and ensured monthly performance reporting to the Region of Waterloo and Corporate headquarters
  • Appointed Acting General Manager through the March-May 2019 pandemic period. As Acting General Manager I have coordinated the early COVID 19 response while maintaining a full level of operations as required by the Region of Waterloo
